CITY OF WORTHINGTON HILLS KENTUCKY
AN ORDINANCE PERTAINING TO VACANT HOUSES

WHEREAS, the City Commission has decided to pass this Ordinance because reliable empirical studies reflect that vacant houses diminish surrounding property values and pose health and safety risks for neighboring residents.

NOW THEREFORE, BE IT ORDAINED BY THE CITY COMMISSION that:

Section 1. Purpose.

The purpose of this Ordinance is to abate the diminished values of real property (hereinafter, "Real Property") located within the City of Worthington Hills (hereinafter, "City") boundary, and to reduce the health and safety risks of persons residing therein. 

Section 2. Definition of the word vacant.

As used herein, the word vacant shall ascribe to a house (hereinafter, "House") which is located within the City boundary and has not been occupied by a person or persons for more than thirty consecutive days. 

Section 3. Requirements of Vacant House and Substitute House Owners

A. House Owners (hereinafter, "Owners") and any person or entity which stands in an Owner's stead, either by agreement or operation of law, (hereinafter, "Substitute Owners") shall electronically transmit a completed City website Vacant House Registration Form (hereinafter, "Form") for each of their Houses to propertycommish@cityofworthingtonhillsky.gov within thirty days of a House vacancy date. 

B. Owners and Substitute Owners shall notify the Commissioner by email each time one of their Houses is again inhabited.

Section 4. Real Property Maintenance.

Owners and Substitute Owners shall comply with City Ordinances and the related laws of the Jefferson County/Louisville Metro Government.

Section 5. Enforcement.

Owners and Substitute Owners who do not comply with Sections 3. or 4. can be assessed a civil fine per day of between $100 and $500 for each violation.

Section 6. Real Property Liens.

For unpaid fines, City may record Owner and Substitute Owner Real Property liens with the Jefferson County Clerk.
